If the former, then you just need a SPDT [OFF-ON-ON] switch and a high wattage resistor of a value that gives the brightness you desire. Dim goes through the switch then through the resistor, bright just goes through the switch. We can help with resistor value and wattage if you can post specifics about your installation.
