Yes, I had planned to test the board extensively (with a battery driven circuit) when they arrive. With regard to the resistors, no doubt that addiing the components seems rather arbitrary to me as well, particularly R5. Yes, I think you are correct that this might be a bit too "twitchy." Using the added cap as you suggest is certainly an easy way to modify the behavior without component replacement.
