Im considering a horizontal installation of a 406 ELT antenna because if really
in need of rescue the plane would most likely be on its nose or upside down making
the typical vertical installation non functional or limited. On a tube and
fabric aircraft what would be an effective sized ground plane?

The radius of the ground plane should be equal to the length of the antenna.
