    Hi Isvance 54, I fly an Allegro 2000 E-LSA with a Woodcomp Klassic 160/3/R. In Sept. of 20 16 I had an engine loss of coolant incident that required me to replace the cylinder heads. Around that same time I was made aware of the Woodcomp Ser vice Bulletin 02/2012 EN dated Nov 8 2012. Up until then I had no idea that Woodcomp had issued a service bulletin. At that time I had 700 Hours on th e original Woodcomp propeller and my airplane and the propeller was 10 year s old. The closest Authorized Woodcomp Testing Facility to me was Sportair USA LC in North Little Rock, AR. I contacted them and they told me that bec ause of the age of the propeller and their experience it was most likely my propeller would fail the testing and they recommended I purchase a new pro peller. I ask if I could just purchase the blades and re-use the hub. They said no because of the slight changes in the new blades. Apparently, my 2006 Allegro 2000 should have been grounded for a propeller overhaul as of 2012. The Woodcomp Klassic 160 has a 6 year/ 950 hour TBO. Anyone have a U.S. source for overhaul? Is there an alternate prop that has a better TBO or longer age limit? Scott Vance I refer you to the Willette letter. As you might know, the FAA legal department interprets their regulations. This interpretation become the FAA's official position on a subject unless the FAA is taken to court and a judge disagrees. The short of it is that the FAA is always above the manufacturer. The manufacturer can't over-extend their authority. They also can't stop you from using alternative methods acceptable to the administrator, such as on-condition inspection. I've attached the letter. Doug will also refer you to the same. You can perform an on-condition inspection on an S-LSA and an E-LSA. This is a practice acceptable to the administrator and is absolutely the norm. I've worked on several Allegros. I don't believe any of them had replaced their prop simply due to the bulletin.
