oversight involved. General aviation planes stateside have had all
sorts
of restoration work done by unlicensed mechanic/owners such as
recover and paint jobs, and for the most part done very nicely. Legally
supposed to be signed off of course.
The problem with the US mechanics was the job padding. Jobs from
baggage handler to poophouse cleaner getting top wages.
The UAW did the same thing. Pay should be according to skill level
or the whole thing falls apart.
-Still, we must agree that it would be desirable to have well run
maintenance
facilities right here to benefit us all instead of down in a banana
republic.

Gentlemen, read the FARs about Repair Stations, that's how they do it. I
think the
FAA should look closer at these operations.
