General aviation planes stateside have had all sorts of restoration work done by unlicensed mechanic/owners such as recover and paint jobs, and for the most part done very nicely. Legally supposed to be signed off of course. The problem with the US mechanics was the job padding. Jobs from baggage handler to poophouse cleaner getting top wages. The UAW did the same thing.
