Maintenance quality has two aspects, as seen from my perspective as an
owner. First, the legal aspect. Regs require specific qualifications to
return an aircraft to service after any maintenance, even the so-called PM.
To have those qualifications, and individual has to have done little more
than pass some exams. Second, the capability aspect. This is where the
problem really appears. As in all other aspects of human life, a few are
very good at what they do, the masses are barely adequate, and another few
are pathetic to the point of dangerous. The reason that I am currently
preparing to take the A&P exams is that as an owner/operator I just cannot
put up with the "barely adequate" work performed by the "legally qualified"
mechanics I have found everywhere (with a few notable exceptions). Our
maintenance fiascos prompted my wife to declare that if I let anyone work on
our plane when I wasn't standing beside them watching, she would not fly in
it any more. I have tried the range of service facilities from one-man shops
to FAA certified Repair stations, and it makes no difference. The
capability, or lack thereof , is universal.
