Help!
Are any of you Cessna guys operating under part 91 having trouble with
A&P's or IA's insisting that Service Bulletins are mandatory for an Annual
inspection. I was always under the impression that SEB's were only
mandatory by FAA if they are referenced by an AD unless operating under
part 135. Lately Cessna has been placing a statement in the SEB's stating
it is a revision to the maintenance manual and therefore mandatory for
airworthiness. I suppose that would make it mandatory if the annual
inspection is done IAW Service manuals but if done IAW AC43.13 then it
shouldn't be a legal requirement.
I always thought that the Service manuals were not FAA "Approved" documents
but used as reference for a maintenance and repair guide.
Don't get me wrong, I am not trying to get out of making my aircraft safe
and plan on performing any SEB that appears to be necessary and not just a
way of selling parts.
The service bulletin that I am concerned about is the SEB95-3R1A that
affects all Cessna Single engine Flap systems. I think the Cardinal and
Cantilever wing 210 are exempt from the SEB but almost all other SE
Cessna's are subject.
I have already added the SEB referenced wear washers but don't like the
idea of removing both flaps again and doing a die penetrant test on the
rails that had practically no wear when I added the wear washers.
Thanks to all that weigh in on this. If anyone has specific answers from
FAA, I would appreciate a response either on list of off. Thanks.

Service bulletins are not mandatory, regardless of what Cessna says.
Period. If you IA has a problem with that, have him show you the
documentation. There is a write-up on this very subject on the CPA web
site.

Your IA doesn't know what he is doing. Invite him to the local FSDO for a meeting
to discuss SB's with a maintenance inspector and watch him do the back stroke.
Cessna's manuals have never been approved data. They are a guide line for
doing the maintenance. As an IA, I find it alittle amusing that cessna is threating
their owners with SB's to protect themselves from law suits. If your aircraft
is over 18 years old, they can't be sued. Do yourself a favor, find a mechanic
/ IA that has some balls and knows the regs.
