I have seen that Cessna and other suppliers (i.e., Airborne) have recently
taken this tack, writing their service bulletins in language that implies
that they are mandatory and "sanctioned" by the FAA.  I'm not an IA, but I
agree with both replies in that compliance with the Service Bulletins
themselves are absolutely not required.  I'm assuming that if there is an AD
and it says that one way to comply is to execute the service bulletin, that
is a different matter.

A 1974 Cessna 172 that I fly has an electrical gremlin.  The voltage light
occasionally comes on at takeoff or in cruise.  No apparent reason.  Needle
shows no discernible discharge or overcharge.  Turning the master off and
then back on usually extinguishes the light (one time it did not, so I just
returned to base and scratched my head).  Flight before last, we needed a
jump to get started; could find no obvious reason that the battery would be
dead (master had been turned off, etc.).  On our last flight attempt, same
problem, but this time the jump did nothing - cart hooked up, no juice at
all apparent in the cockpit, no action from the starter.

Ideas? Obviously getting A&P input is the next step, but I feel the need to
educate myself somewhat first. As is probably painfully apparent from this
post, I know *nothing* about electrical systems.
