Doug,
I did instrument training. mostly at night in a '57 172 with 2 red light on a dimmer,
the white dome light, and a flashlight.
The red lights didn't provide enough light to read charts/plates so we usually
left the dome light on. I wasn't looking outside, so the extra light didn't bother
me - of course the instructor was looking out for traffic which was a little
harder with all the reflections from the white dome light.
You might check if your red light is on a dimmer. If so, you might be able to
turn it up and get more light, or repair/replace the dimmer if needed. Also a
new bulb may help.
My 57 will adequately light the panel (except for the DG is a little dark, with
the red light, that is if I lean back. Now when I lean forward to adjust the
johnson bar flaps, the red light hit me in the back of the head and the panel
goes dark.

There is nothing cheap in an airplane. If there is, it probably an Unapproved
