Morning, Bill! The flaps do go full travel as the airplane slows after landing. (To test this I landed at 130knots and had my eyeballing them so he could call out when they started to move again.it happened around 90 knots.) You happen to know of a good procedure to check the actuator for bypassing? Spent some time in the maintenance manual- and the only way I could envision was to remove and send it for overhaul.
