    Folks, We have some interesting exprience with fule exhaustion accidents in Australia. Traditionally, Australia is the greatest creator of "rules" for aviation safety, whether by weight, volume or word count, we lead the world. Unfortunately, that has not resulted in the world's best air safety outcomes, despite nationalistic claims to the contrary. In abou 1996, the very prescriptive rules for fuel reserves were repealed and CAAP ( AC) was published outlining all the things to take into consideration in fuel flight planning. However, the totally prescriptive rules were maintained for "commercial" operations, via Operations Manual/ Ops. Spec requirements, so the change really only effected private flights. The results ( and the value of prescriptive rules versus outcome based rules) were instructive. Over the sunsequent 5 years, as a result of a post implimentation review of the regulations; (1 ) Private flight fuel exhaustion accidents dropped by about 60%. (2) Commercial fuel exhaustion accidents showed no change, and have slightly increased in more recent years. Ergo, thinking pilots are safer pilots than those who blindly "comply" with prescriptive regulations.
