    I don't know whether they were formation or not. Formation would indicate a mutual acceptance of proximity. Based on the radio chatter, the commander pilot was grudgingly accepting it, but not willing to join a flight. As in, I'm on a charter, here, and that's outside my op specs. I took that as no pre-brief, and therefore incursion on the part of the beech driver. Couple that with the confusion thus generated with ATC (multiple A/C in close proximity and not a flight), and I read fail. I'm open to other interpretations.
