Your problem is the oil transfer rings are worn out in the nose case. This
is a common problem. The seal rings on the oil transfer assembly and the
oil transfer sleeve are leaking too much oil to properly transfer oil from
the nose case to the prop shaft to work the propeller.
The nose case can be removed and sent out for overhaul or repair without
removing the engine. I assume that the engine has about 1200-1400 hours on
it.
Central Cylinder is the best place to send it. There is a shop at Opa-Locka
Florida

The problem is that the propeller, after the oil is good and warmed up,
wants to go to feather at any RPM less than 1500-1800. Oil pressure is good
at the back of the engine, have tried different governors, have changed
props.
