Thanks for the replies to this problem. I think I may have it fixed. It
was a junk yard carb (Wentworth). I replaced the float (metal) and
installed one piece venturi and needle and seat. After taking it apart
for the 3rd time and checking all carefully, the bail wire may have been
on the opposite side and there was no gasket on the emulsion tube. Yes
the needle to float clearance was right and all the bailwire adjustments
were correct.
Now I just have a small amount of gas in the bottom of the airbox but no
drips. I assume this is OK per reading of others experiences. Does this
sound normal? It is on an 0-200.

It sounds like it is better, but still not fixed. You may not have enough
torque on the seat and you may be getting seepage through the threads.
There is a special tool for that and it works much better than trying to do
it with a big screwdriver. Were you sure to use the gasket under the seat?
Regarding the gasket on the discharge nozzle (you called it an emulsion
tube?), why was it missing? It can be very hard to see, down in the body of
the bowl.
