starter is an impulse coupling on one magneto necessary?

YES - Most definitely!
And if you want to save yourself a from getting stranded when your SINGLE
impulse fails... Install DUAL impulse Mags.
Cost is the same for both mags, non & impulse all you require is:
Impulse Mag Gear - $75
Gasket - $2
Longer Studs - $6
Adapter Ring - $20
