It looks like an expression of the ratio of the rpms of the two gearwheels - one on the starter, the other on the motor (flywheel). That would mean that the starter motor will turn 1.91 revs for each rev of the flywheel (or 3.25 revolutions in the second example). This also translates to the number of teeth on the starter motor as a ratio of the number on the flywheel. I imagine this is important because some engines require more mechanical advantage so that that electric motor can push them through the compression. OR maybe there's an ideal speed for spinning the engine during starting?
