Not true. There are still a few places that don't have the AP legislation.
This happens to be one of them. Our govt. is depending on everyone else's
legislation to keep our air clean and there are no laws restricting the
modification of cars.
As for the O2 sensors you are right. Come to think of it there were no O2
sensors on the old Hemi. However there are very few, if any, people who can
get 100LL out of the airport for use in their old high compression engines.
I guess if they can afford a Whale Tail Charger then they couldn't afford a
plane.
Personally, I'm of the opinion that if it was put on the car in the first
place it should probably be there. That includes items like resonators,
catalytic converters, heat shields, anti rattle components and most of the
AP gear on cars today.

The law is U.S. federal, as is the fine. Applies to all 50 states
whether there is an inspection program or not. Outside the US, such as
Canada, sure, Canadian law applies, whatever it is. US law is similar,
no retrofits required, but you can't remove or defeat what was
installed by manufacturer.

There is no anti-pollution law in Newfoundland in regard to vehicles and the
Highway traffic act doesn't preclude any modifications to cars. Other
provinces certainly have these legislations but we do not. There are rules
in the highway traffic act that require the vehicle to be maintained but
nothing that precludes modification. When I was a kid the Royal Newfoundland
Constabulary tried to outlaw the use of "Hollywood" exhaust pipes. There
was nothing they could do under the highway traffic act but they did manage
to get several convictions on noise laws.
Interestingly enough if you want to import a car you don't import to a
province but to the country as a whole so cars coming into the country have
to pass an vehicle inspection and even be on a list of acceptable vehicles.
Vehicles leaving Newfoundland have to conform to any laws in jurisdictions
they visit.
You are right in most provinces the law is similar to most U.S. law but I
guess we have to be the exception to make the rule. The discussion is
purely academic because as I said there are so few cars 70s or earlier that
have high compression engines and could take advantage of the 100LL. BTW
there are regulations on the books that do not permit the use of 100LL on
our highways and there are highway officers empowered to check the type of
fuel used in any vehicle.
