My rudder begins to be useful only over speeds of 12kts. You are right. On reflection the required taxi speed is a little faster than walking pace. I erred on the side of a slower description speed in case it was envisioned that you were needing to use lots of power and racing around. The action becomes second nature very quickly. As for YOUR running speed.... I'm glad it's slow. That means you are not chasing your dinner or being chased as an intended dinner! No other reason to run anywhere!!
