    Kelvin As you say the cut out size is 9.5inch and the factory recommended position for the bulkhead is 12inch aft of the firewall. You could move the firewall forward slightly (say 1.5inch max). Personally I would leave it were it is. My experience is that it is hard enough to reach what you want with the standard position so I would not make it any smaller.
