Ken,
Unfortunately it would appear to be true.
It seems that following an in-flight failure of an Arplast propeller,
two disgruntled pilots sued the company.
After much too-ing and fro-ing the appeal court at Limoges found for the
plaintiffs and imposed punitive damages against Arplast.

After some searching on the Web, I found two mentions of a possible
solution for the maintenance of Arplast products.
