From the dimension you gave you are a good way below that. I have a 700-6-6 Air Trac tyre fitted and with a new block there is nearly 1 between the top of the tyre and the fuselage. That reduces over time as the block ages. The current block is now about 8 years old and there is still about 3/8 of daylight between tyre and fuselage.
