It all depends on how much risk you want to assume in your test
flying phase. Glasair Aviation has flight tested and proven their
design. The 4.5 lbs. of counterweight is known to work. However,
the construction is up to you. Just know that any changes you make
to these balance considerations are on your head to demonstrate
flight-worthiness. The previous poster has said that he reduced the
balance weight and has had good success. You may or may not. Do you
want the added risk of flutter to all the other issues you will face
on test flying your airplane? Your call.

Because they didn't not want to do so, I know that some builders were not
able to cram in the 4.5 pounds of weight suggested. I was one of them.
