Glasair Aviation has flight tested and proven their design. The 4.5 lbs. of counterweight is known to work. However, the construction is up to you. Just know that any changes you make to these balance considerations are on your head to demonstrate flight-worthiness. The previous poster has said that he reduced the balance weight and has had good success. You may or may not. Do you want the added risk of flutter to all the other issues you will face on test flying your airplane? Your call.
