Hi, Maurice ...
More drag items in the slipstream may not be needed. I've little
PA-22 time, but a LOT of time in J-3 Cubs and 7AC Champs...
both of these were sensitive to rigging issues, and would wallow
in yaw a good bit if the rudder cable tension were loose.
Has your friend checked the rudder cable tension ?

Is it yaw instability or yaw induced by the ailerons? If it's the
latter, it's not a bug; it's a feature. ;-)
