Thinking it might be my airbox installation, I tried everything from no filter to nothing on the Bing carb. No change in static max 2820 RPM with my Tennessee 64X34. My good buddy, Bob, has a Jab 2200 in his Sonex and offered to static test my prop. With his Tenn 54X46, he gets static 3050 RPM but with my Tenn he got 2770 RPM. Our EGT's were about 1200 F. His engine is #852 and mine is #988. Both should be 80 hp. Anyway the 64x34 is too much pitch for my 2200. But at least my air system is OK. Chuck D. Too rich or too lean at any particular power setting will cost heaps of rpm. You could make some well informed tests with a different jet size or different fuel bowl level but research first. If the engine is still tight the prop may slightly overload it making it too rich at WOT. Look for black smoke and plugs.
