Dan,
If you claim that the static interferes with your transmissions as well
then I must assume you have the Icom connected to ships power or the
interference is entering the radio through your headset cord. Try
putting a ferrite on the headset cable, as close to the radio as you
can. MGL sells a good one under the name "EMI Interference Suppressor",
you can find it on their site under Accessories.
If you have it running on ships power, disconnect it and see how it
works on the battery. If the interference is gone, get a good power
filter for your main buss to power the radio.

I have been using an iCom A6 in my Jab 2200A powered Kolb Slingshot,
exclusively and have no problems, when connected to a good airframe mounted
antenna.

Dan,
I have a 3300 in a Zenith 601XL. While I have a panel mount radio,
I have used a Sport's hand held with its rubber ducky antenna. With the
hand held, it has been able to receive any control tower that can hear
me. Not as good as using the belly mounted antenna with a panel mount
radio but usable.
One thing I am surprised at is the noise in transmit mode. Are you
sure this is not microphone pickup?
Technically, if the hand held is not electrically connected to
anything (including the phone jacks for earphones) but the antenna, then
the only way for noise to get in is through the antenna. With a fabric
covered aircraft, it is very hard to stop engine noise from getting into
the antenna other then physical separation (tail mounted??). I assume
you do have the antenna at least well connected to the aircraft frame.
The Jabiru ignition is apparently a good noise generator. With a
fabric covered aircraft, I would expect the noise issue to be worse.
There have been some suggestions in the archives about reducing the
noise. Apparently most of it comes directly from the mags and can only
be reduced by replacing the "non replaceable" ignition wire coming out
of the mags with a noise suppression wire. This has been described in
the archives.

Thom, do you have any filters or capacitors installed on your set up?. How are
your mags wired? is the mag wire shielding grounded to the engine as I've read
about in the achieves.

How are you powering the A24?
If you are plugging into a cigarette jack you need to install a shielded
power line and a choke in series with the B+ and a Cap from the B+ to
Ground. Make the Choke about 500 mH to 1 H and the Cap about 47K uF @ 16
WVDC or more.
Also - Are you using shielded spark plug wires or resistive plugs?
