Sometimes there is debris in the float needle seat. Sometimes there is a groove worn into the float needle tip that prevents sealing. Occasionally we've seen the brass seat itself have tool chatter marks (ridges) in the sealing area that prevent a good seal. Once in a while we hear of an older engine with the pink tipped float needle not doing the job and in that case the stronger black tipped needle usually solves the problem.
