Subject: | Recreational Pilots Restrictions in control airspace |
--> Kitfox-List message posted by: "RICHARD HUTSON" <rhutson@midsouth.rr.com>
From http://www.sportys.com/pilotshop/sportpilot.cfm there was talk sometime ago about these restrictions. I found this on Sportys web site and thought I would pass it along.
This is reprinted without Mr. Shevers permission, hope doesn't mind
Breaking News! Effective September 1, 2004
Congratulations to EAA and AOPA on the Sport Pilot
Certificate. The Sport Pilot represents the fun and purity of flight which is
exactly what Sporty's has always believed in. What a victory for general aviation
to now have this level of certification making access to recreational flying
less restrictive and cumbersome without compromising safety.
I have to admit I had my doubts whether the "driver's
license medical standard" would make it through the rulemaking process after
being denied as part of the original Recreational certification proposal back
in 1989 and then denied again through an AOPA proposal just within the past
year. Although it took more than 20 years of debate, it's finally here. The
naysayers claim a compromise in safety. History and statistics have said otherwise.
The fact is that a pilot's medical condition is seldom the cause of an accident
so I hope the FAA will honor their agreement to reexamine the driver's
license medical standard for the Recreational pilot after definitive history
and data is established through the Sport Pilot Certificate.
While the driver's license medical standard has deservedly
received much of the attention in the new Sport Pilot rule, there has
also been an amendment to FAR 61.101 which expands the functionality of the
Recreational certificate and for the first time, makes it a legitimate, viable
training option for any pilot at any airport.
Current regulations prohibit a Recreational pilot
from operating in airspace requiring communications with ATC unless the pilot
has received the necessary training and endorsement from an instructor AND is
operating as the sole occupant of the aircraft for the purpose of obtaining an
additional certificate or rating. This restriction has made the Recreational
certificate useless at any towered field. As a result, most flight schools in
the country have ignored the option of training pilots to Recreational standards
first, and focused strictly on the Private pilot certificate which takes nearly
70 hours of training on average to complete. Flight Schools, including the
one we operate at Clermont County/Sporty's Airport, were losing a lot of students
short of their goal of a Private pilot due to the time, expense, and challenge
of meeting the training requirements of the Private pilot. We quickly
found out that many of the students who wanted to begin flight training with us
desired a Private pilot certificate, however, after a few questions we realized
they only wanted to exercise privileges afforded to a Recreational pilot.
For those who really wanted to pursue the Private pilot certificate, the Recreational
certificate served as a more attainable, short-term stepping stone toward
the Private certificate and they are reaching the Private level in less than
the 70 hour average. Most importantly, retention rates have reached over 90%.
What flight school wouldn't want the benefits this training offers?
The amended version of FAR 61.101 allows everyone
to enjoy these benefits and open recreational flying to more and more people.
It takes away the requirement of being the sole occupant on board the aircraft
and training toward an additional certificate or rating. In short, a recreational
pilot is permitted to operate in airspace requiring communications as long
as the necessary training is accomplished and endorsement received. The recreational
certificate is now available to everyone at any airport.
This development is quite significant. The Sport
Pilot will be a great opportunity for those flying a Cub, Taylorcraft, Luscombe,
or an experimental that satisfies the Sport Aircraft requirement; however,
there are a lot of flight schools not operating Sport Aircraft but are operating
aircraft that meet the Recreational pilot restrictions. For these operators,
this development is a way to take advantage of the purpose of Sport Pilot -
to make recreational flying available to more people at less expense and less
hassle.
We can all do our part for general aviation by making
the most of this opportunity.

I Flew my Kit Fox I Today. every thing worked perfect. I bought it last week and
it took a few days to get it home and checked out. It has a mosler 60 hp engine
on it. I flew it for about 45 minutes And shot some landings. I only did
wheel landings so far. looks like it gets off the ground in less then 300
ft. rolls out in about 300 ft with no brakes. I can't tell if it used any
fuel if it did it was not much, I am looking forward to many hours of flying
in this old bird.

over seas than I know about.
Any info will help. You can contact me off line if you want.
thanks in advance

Well, N24ZM is bent, a victim of hurricane Jeanne. Most of the T hanger doors came
off in the storm and the wind blew out all of the interior sheet metal of
the hangers. A lot of this landed on top of our poor KitFox. At first I thought
the damage was only to the fabric and flaperons but after measuring things something
is definitely out of whack. The top of the vertical fin is pushed over
to the left about an inch, The rudder stops and rod ends are bent, and the right
wing is about an inch and a half low when measured at the strut fittings.
The airplane is insured but I'm finding it almost impossible to get anyone to
come look at it and give me an estimate on repairs. I do not have the time or
facilities available to do the work myself. The four shops a talked to had a
two year waiting list before the recent storms. If anyone knows of a quality shop
please contact me off line or call me at 407-687-3126.

Danny,
I am sure sorry about your beautiful KF. That is terrible. I hope the
insurance company treats you well. Were other planes on the field damaged (I
know, dumb question).
As for repairs, have the insurance company fly John McBean down there. I am
sure he would do a great job.
