I have not experienced it with a 582 but have with a 670 Rotax in a snowmobile. It ran on one cylinder. The right carb bowl was full of water. I put some gas dryer in the fuel tank and it ran good about seven miles then started running on one cylinder again. The same carb bowl was full of water. I have no idea why only one carb was getting the water and it was the same carb each time. There was about a quart of water in the fuel tank when I drained it.
