Dave,
I would suggest using a linseed oil or tube seal then use a
Monel or Stainless rivet with some hysol epoxy to seal the holes.

Subject: Kitfox-List: how to deal with drilled holes.
The three holes in the brace behind the pilots head, and another three on
the other side were left when an old advisory changed the fuel system
relocating the fuel taps slightly. These have been left as is for a couple
hundred hours of flight but I am hot sure that leaving them open is the best
idea. I have the idea that sealing or filling them is required/desirable.
How or what is the best way to seal these up? Or should I ignore them?
