Yes, fuel will migrate from one tank to another. If the level of one tank is higher
than the other it is probably just because the wings are not level. Probably
due to the ground it is sitting on is not level.
Have you found the Kitfox aircraft web site and looked at the service bulletins and service letters yet? http://www.kitfoxaircraft.com/

Carl,
Unless the wing tanks are separated by shut off valves, they are connected
through the header tank. The fuel will seek it's level. Welcome to the
world of Aircraft.

I am a little confused. I thought that is a crush plate, only for the
front of all wood props. Never seen it used as a back plate.

Dwight,
I too was a little confused about this when I bought a larger spinner to
replace my small 7inch aluminum spinner. I called Warp and they told me that
yes indeed that plate needs to be on top of the spinner backplate. My new
spinner was fiberglass so I can understand why the aluminum plate needs to be
on there (the spinner instructions also said to use it) I guess it acts like
a giant "fender washer' holding everything in place. Warp did say to use it
on an aluminum one also (as mine had when I bought the aircraft)

Carl,
If the header tank is full, you can expect the fuel to do that. Fuel will
seek its own level and balance out between the 2 tanks. I often put gas in
one of my wing tanks knowing that it will balance out over a short time. I am
asuming of course you don't have a big leak inside your aircraft.

Jeffrey, there are plugs available to cap off the primer ports if you remove the primer. http://www.rotaxparts.net/scripts/prodList.asp
I would remove the primer and plug the ports for a while to be sure that it is
the primer causing the overflow. It might be a needle and seat/float level problem.
By the way, I installed a primer this winter after cranking the crap out of my
starter trying to start in cold weather with the fuel enricher/choke system.
My starter will probably last for ever now. Three squirts of the plunger and
she starts soon as the starter engages.

This may be obvious to everyone else.
Should the aircraft park on an angle such that this migration might
exceed the full tank level on the lower tank, would the tank overflow
and dump fuel on the ground? Seems possible if you don't use fuel shut
off valves.

Instantaneously a starter can draw more than 100 A and continuously over 80
A. (Small starter) This is why typically the lines that power a starter
motor don't have fuses or even a fusible link. It is also why it is
recommended to have the starter relay as close to the battery as possible.
Cessna actually puts the starter relay and the ground power relay right on
the battery box. That way all the heavy current carrying cable is dead
except when the starter motor is actually being used.
If you try switching the starter lead directly (no solenoid) you better have
a big switch!

Can't answer your question, but I'll tell you what I've experienced
with a 5 amp breaker on my panel for the starter button, and
eventually out to the starter solenoid. If the sun beats down on your
*black* panel, like it does on mine, the breaker might kick out and
you'll have to cool it down before it will stay engaged....or bypass
the breaker until you get started. In hot sunny weather I always lay
a white rag over the breaker panel area to deflect heat away.

Fuel will also migrate from one tank to the other we you work the rudder
when the plane is in level flight. Step on the left rudder, fuel will
transfer to the left tank. And vise versa.
