That "could be" be causing the needles to not seat from the pressure. Extra pump optional. Fuel liters clogging ? Do not use Paper element filter s a huge NO NO . Once they get water on them they swell up and I think ethanol gas makes those paper filter turn ugly as well. A faulty primer will usually cause the carb to drip when turned off. I don;t think it would cause it to run rich. Sleeves are replaced all the time in many engines. Make sure the floats are set per spec and there is no crap under the needle. If yours are viton tipped needles, they could have dried out after sitting for too long and wont seal right. If the level of one tank is higher than the other it is probably just because the wings are not level. Probably due to the ground it is sitting on is not level.
