Subject: | Pre-purchase inspection |
Although I live in Calif. I have placed a deposit on a Kitfox 5 project in Scarborough,
Ontario Canada. The project is complete up to, but not including, the
covering stage. Almost all of the assembly so far was done in the US and I
would be registering the completed aircraft here, as an E-AB. I am not an experienced
homebuilder, so I am not confident in my ability to evaluate the airplane,
or the included documentation.
I would like to find a Kitfox builder, preferably in the US (Michigan or New York?)
who could check it out for me. Of course I would pay a reasonable fee plus
all expenses.
Any recommendations?

What do you consider a "reason fee" ballpark? I need to know if I fit your
ball park.
How much are you budgeting for prepurchase inspection and for shipping to
CA?

=C2-=C2- I would be very careful about this purchase.=C2- When you tr
y to register the aircraft you will be required to show that you built the
majority (the 50% thing) of the aircraft.=C2- If it only needs covering,
I don't think this qualfies.=C2- Check it out with the local FAA folks wh
o will inspect the completed airplane.=C2- Otherwise you may be buying so
me very expensive yard art.

According to the FAA, I only have to show that 51% of the airplane was built by
amateurs. Not that I personally built 51% of it. The limitation is that since
I personally didn't build the majority of the airplane, I won't be able to
get an inspection authorization for it.

I do not believe that is correct. As long as the aircraft has not been
registered before you should be good finishing it off. The 51% part can be
spread out over mult owners, partners or friends volunteering to help as
long as they are not hired help. I would be sure to get any pictures of the
build and the builders log if they are available. You can check that with
the EAA just to be sure I am not mistaken. I believe they could also point
you toward a qualified person to inspect the project.

Jim,
I think the advice I heard to contact the EAA is excellent advise, if you
are a member they will provide allot of help, if you are not, join for $40.
You are correct about the 51% rule. As for the question on the Repairmans
Certificate, EAA can advise on that as well, they are normally not awarded
until the FAA Inspection, at that time you could request it. EAA will also
be able to help you with required documents, someone who could inspect and
border transfer concerns.

Grant, The 4 can be had in either a 1200# gross or a 1050# gross model as
the earlier models. The thru spars are heavier on the 1200 # model. 150#
additional gross with no increase in empty weight is a whale of alot more
load capacity.

Would you be interested in a lot of extraneous advice and caution?
Or would you prefer to just have your question answered? Of course I'd
love to go do the inspection, but coming from San Diego that would
probably be a little expensive for you. Lowell's in Central California
and Mark's in Idaho, a little closer, but probably still farther than
you'd want to pay. I'm concerned with your two statements above and what
you intend to do with this airplane, but I'll stick with your original
question for now.

A friend of mine bought an Avid Flyer from a widow that was covered and spr
ayed with the silver UV coats. No firwall forward or instruments were comp
leted though. He didn't get any paperwork with the plane=2C but the widow
did sign an afidavid attesting that she was the legal owner and able to tra
nsfer ownership to him. He had no problem getting the plane registered EAB
. He was even able to get the repairman's certificate. The FAA guy was go
ing to turn him down=2C and then they got to talking about his other buildi
ng experience and he ended up walking out the door with the repairman's cer
t. in his pocket. If you built your other plane or did major work on it
=2C don't forget to bring that up durring the repairman's cert. interview.

Jim,
Lots of good advice. I am finishing a Model IV started by another. It was
essentially as you describe the V you are interested in - ready for cover.
I am submitting this observation. The 90% rule is a real fact - 90% done
and 90% to go, as we all say. What I have done to my ready to cover project
is run the wires for the lights in the wings and tail as well as the trim
servo. Covered all and rib stitched all flying surfaces. Fitted and
modified the cowl and wingtips. Fabric coated, painted, masked and painted.
Installed the panel and wiring. Installed the fuel system and on and on and
not done yet. I fully expect to receive the Repairman Certificate as there
is much more work during and after covering than preparing the various parts
for covering. I am also helping a friend with a V. If you are concerned
with the Repairman Certificate, I could suggest doing what he is doing. put
a couple of flat panel displays in your instrument panel. That alone will
add another 90% to your project ;-) .
