We had the same problem, 15.5 volts with the engine running, 14 volts with the
engine off. Turned out it was the meter. If you haven't already, try another
meter. Read at the battery with the engine off. It should read 12 volts with a
load on it (like nav lights) or maybe 12.5 if it's been recently charged and
there is no load on it. With the engine running, measure at the battery and you
should get 13.6- 13.8. You might occasionally see 14 volts if the battery was
low and the system is charging it vigorously.
Good luck. Hopefully the problem is with the meter and not something else. If you
changed the regulator, there isn't much else that could cause a high voltage.
