    I had problems with the 866-080 regulator shortly after I got my aircraft flying. I changed to the 264-870 regulator (the one with the fins on it). It regulates very close to 14 volts at full-throttle, with our without a load on it. It's worked well for about 20 years now. The literature mentions the 866-080 regulator needs at least a 1A load on it to regulate properly. I found that to be true. So when the battery is fully-charged and not putting a load on the regulator's output, the voltage increases. Putting a load on it drops the voltage somewhat, but it's rather imprecise. However, the 264-870 regulator doesn't have that problem.
