It would be better to invest from the beginning in an electric wheelchair but it depends if the mom of your friend if she'll like moving in it. The electric ones are more comfortable but also more hard to manage. You should take into consideration that it works on batteries and if they discharge, moving with it would be hard, almost impossible I believe. A few electric wheelchairs can be found on paramountind.com (https://www.paramountind.com/best-electric-wheelchairs/), with some reviews attached. I hope it would be useful. The main problem with electric wheelchairs is that they fold to put them in the trunk. Although there are a few that can be folded, most of them cannot.
