      My understanding of this bill is that it expands the definition of "recreational
      purpose" to include noncommercial aviation activities.  This relates to civil
      liability - it basically includes noncommercial aviation activities into recreational
      land use immunities.  So, if owners of land don't have to worry about
      being liable, they will be more likely to give permission to use their land.
      
      
      This bill has yet to be heard in the House or Senate.  But, should the issue of
      including noncommercial aviation activities as a "recreational purpose" for purposes
      of land use immunities come before me, please know that you have my support!
