The arms of the brass float lever should be parallel with the edge of the carb when held upside down and no pressure put on them that would depress the little spring in the needle valve. If the carbs were rebuilt then check to make sure they were adjusted properly as the new levers have to be fitted to the carb. If the engine is new Bing usually has these adjusted spot on so do the fuel return line first. Don't forget to put the restrictor orifice in the line. It's easiest to just get the Rotax parts as the spec for the orifice is .35 mm or .014". I hate drilling holes that small (#80 drill bit is .0135). If you have a lathe or a small drill press with a chuck that will hold a drill bit that small just take your time use WD 40 for lube and clean the drill often.
