When the stab trim is inop the stick forces will be greater thence the airplane will be loaded and stall speed will increase. I remember being impressed by x-wind demonstrated - 23kts. 2nd quest: This is contrary to what I know - with stab inop, flaps 15 can be trimmed out, and flaps 30 is still OK to handle, elevator travel retains sufficient authority for landing. And speeds should be kept down to keep stick forces low, not increased.
