The flap switch is under the LH wing band.
In my case, this switch was stuck in the UP position, so the trim did not work.
The switch needs to send a signal that the flaps are moving before the trim moves.
When you remove the top LH band, look for the flap actuator and you will find two
switches, an UP switch and a DOWN switch. I would suspect that in your case
the DOWN switch may be the faulty one as this happened while you were raising
the flaps.
Just a guess.
