That is exactly what is happening to me. The "seal" is all dried out.
I am glad to know it can be changed. Would you remember any details that could
help out? More specifically the thickness of the rubber you used? And how did
you remove the current seal?
I will definitely take many pictures to make sure I can rebuilt the proper way.
Here are a few ones of the actual seal when you open the valve.
