The Russian system is designed to work at no higher than that pressure. Exceed it at your own risk. If you have an EMERGENCY blow-off valve that is designed in as an EXTRA safety measure on your Moose Henry, then it might be a good idea to set it a little higher than 735 PSI, in which case 800 PSI on the emergency bottle blow-off valve might be reasonable. However, the primary pressure regulator/relief-valve (whatever you want to call it) should be set to keep the overall system pressure from not exceeding 735 PSI.
