Such as what is used in TDCJ is torture and should certainly co nstitute Cruel and Unusual Punishment. Administrative Segregation, when used, should be a disciplinary sanction an d never a permanent placement. I personally have a family member who's been in Administrative Segregation ____ years. And I believe that any man sent to Administrative Segregation should know exactly how long he will be there provided he follows the rules. I understand that this type of housing prisoners can be five times more exp ensive than general population, and has zero rehabilatative benefits. Contr ary to the misconception that this type of housing promotes saftey for staf f and other inmates. It creates more violence. It actually causes mental il lness and PSTD .
