of Federal Regulations (the FARs) says=2C although I have snipped irreleva
nt sections out of it: The operator of any civil aircraft... shall immediat
ely=2C and by the most expeditious means available=2C notify the nearest Na
tional Transportation Safety Board (Board) field office when:(a) An aircraf
t accident or any of the following listed incidents occur:(1) Flight contro
l system malfunction or failure=3B(2) Inability of any required flight crew
member to perform normal flight duties as a result of injury or illness=3B(
3) [turbine engine failure]=3B(4) In-flight fire=3B or(5) Aircraft collide
in flight.(6) Damage to property=2C other than the aircraft=2C estimated to
exceed $25=2C000 for repair (including materials and labor) or fair market
value in the event of total loss=2C whichever is less.(7) [large multiengi
ne aircraft].

An "accident"=2C as defined in the regulations=2C is an aircraft operation
in which any person suffers death or serious injury=2C or in which the airc
raft =0A
receives substantial damage. An "incident" is an occurrence other than an a
ccident =0A
that affects or could affect the safety of operations. Neither term is rea
lly clear when it comes to the aircraft. What is "substantial" damage? Wh
at types of things can affect the safety of operations?
When Scout went over on its back=2C the authorities were notified but a fie
ld investigator came out=2C looked it over in the hangar=2C and said it was
n't worth the trouble to report it and he left. I had no desire to stretch
my interpretation of the definitions in the regulations=2C but I'm glad we
could move on. I will leave it to others to decide whether the damage to
Scout was "substantial" (and=2C thus=2C the event was an "accident")=2C or
whether it affected the safety of operations and was merely an "incident"..
