beams starting from the TE of the Stab to the LE or should I only taper the area
at and forward of the Hor. center beam/LE gussets? It seams as if on the plans
the stab is of the same thickness from the LE to the center beam and then
reduces to the LE but I am not sure.

No one has replied to your query so here goes. I think you are asking about the
outside edge left and right (wingtip) of the stabilizer? I made a smooth taper
from front to back of the stab. see attached pic.
However, looking at the Piets at Brodhead and my experience flying my Grega. Many
Piets are just tapered at the gusset. My Grega flew great and I believe it
has no effect on how the ship flys, only an aesthetic thing.
