Gang, recently purchased an S-1S project with the fuselage on the gear, wings almost
finished, etc. The fuselage does not yet have the lower aft wing weldments
in place. An airport friend thought this wasn't done until I want to set
the lower wing incidence angle. Anyone know if this is true?

That is a typical move. You mount the wings to the front fittings, rear
fittings on the rear spars, set fuselage level, wings at proper incidence and
dihedral and zero sweep back. Then tack weld fittings in place, remove wings,
finish blacksmith and weld rear fittings to fuselage.
