Hi Jim,
I don't know how they (grove and Cleveland) differ but I will try what
you did. Could you send a few pics please? If you have the Vans part
#s handy that would be great as I did a search for wheel brackets on his
site and nothing came up.

I used the brackets Van sells with the round gear wheel pant kit (I
assume
you are using the big bulbous wheel pants) and they work fine with the
Cleaveland setup. I can't imagine the Grove setup being that much
different
in this regard. I had to make a special plate and shim for the inside
bracket but it was simple. I can send you some pics if you want.

Unfortunately, I did not take any pictures while fabricating these parts.
The parts from Van's are: 1 ea. R 2 ea U-808; Dwg No. C-2: "Main
Wheel Fairing Installation" for Wheel Pants in the catalog called PRROD.
Basically you need to cut a circle out of the center of the U810s equal to
the diameter of the adapter plate for the axle. Then you need to fabricate
a plate to go between the axle and the adapter out of 063 2024 T3 that will
rivet to U810 . Then a .125" shim goes between U810 and the new mounting
plate to move U810 outboard to the dimension shown between the brake disc
and U810. I will email you a crude sketch, then if we meet March 4th and
you haven't figured it out .............;-)
