I see a lot of folks fill in the exposed parts of end ribs, e.g. at the end
of the horiz stab or the counterbalance rib for the elevators. Since the
only examples I've seen have been painted, I can't figure out what was used
to fill in the space and seal it. Foam, epoxy and glass ? What kind of
foam ?

What I did was quite different. I fabricated aluminum plates on
stand-offs. It was a lot of work, but they are removable and I plan to
do an A/B test for drag reduction and control feel.
