I don't believe i would just put a rocker arm on and run the engine. At this point
i would suggest either going over every inch of the engine externally as well
as internally with a scope. That or send it off to Lockwood or somewhere similar
and have them do it. While it's possible someone only borrowed a rocker
it's also possible someone was trying to hide internal damage such as a bent
or stuck valve.

The engine should go back to a distributor for a rebuild. You don't know about
other missing internal parts or any of the seals.
